Not without installing another land line. You should look into Vonage or MagiJack.

As BobB say, you can have multiple numbers associated with a single physical line – often called teen service or teen line by the phone company – but there can be only 1 conversation on that phone at a time.
If a call comes in to any number associated with that phone, then any other call, to any number, would get a busy signal.
What you want is two separate “dialtones”, which requires separate pairs from the telco, or VOIP.
You can have different numbers on one line using selective ringing, but only one call at a time can be made.
